Advancing Women and Youth in Dusheti: Strengthening Participation and Leadership

As part of its participation in the ICLD’s Human Rights-Based Approach Programme, Dusheti Municipality in Georgia undertook a change project that empowers women and youth in local governance. Through dynamic capacity-building initiatives and the formation of a proactive Youth Council, the project transforms these groups into powerful catalysts for change. “Empowering women and youth is not just a goal; it’s the driving force behind transformative progress in Dusheti Municipality,” asserts Manana Narimanidze, Mayor of Dusheti Municipality.

The Dusheti Municipality Change Project is driving significant progress in local governance by actively enhancing the roles of women and youth. This innovative initiative is reshaping legislation, strategies, and policies to better support these groups while simultaneously boosting rural living standards through economic empowerment and active civic participation.

Empowering the Future

The Team Mtskheta-Mtianeti project is dedicated to empowering women and youth in the remote, mountainous regions of Dusheti. Through capacity-building initiatives and grant schemes, they are actively strengthening women’s economic activities. A Youth Council now advises the mayor, and a new youth center, co-financed by donors, is under construction. Funding from the municipal government and the UNDP has significantly advanced women’s economic empowerment, with over 40 women completing a two-week training course on business proposal development. Roundtable discussions have effectively identified the specific needs and concerns of women, while the Youth Council provides young people with a dynamic platform to engage in local governance.

Fostering Leadership and Economic Growth in Dusheti

Several programs have been launched to actively engage young people, including training courses, film screenings, and discussion forums in villages. Collaborations with external organizations have introduced a grant competition for young people, and a partnership with World Vision enabled three Youth Council members to visit Germany for a study tour. The upcoming youth center, scheduled for completion in 2025, represents a significant milestone in these efforts.

The Dusheti Change Project has fostered community engagement among women and youth, empowering them with a deeper understanding of municipal programs and resources. The introduction of new participatory methods and capacity-building initiatives has inspired young people to become dynamic change drivers, promoting accountability and participation. The project has opened educational opportunities, enabling women and youth to thrive in economic activities, generate income, and improve their quality of life while advocating for gender equality.

Local governance now incorporates youth and gender equality policies, with the Youth Council actively empowering young people to lead and make decisions. Inclusive discussions have fostered a strong sense of community, encouraged diverse perspectives, and stimulated active engagement. These efforts have resulted in the development of impactful municipal policies and programs, increased community involvement, and greater transparency. External funding and international collaborations have brought in additional resources and expertise, making a substantial contribution to advancing justice, inclusion, civic participation, transparency, and accountability.
