The full-scale war in Ukraine has placed unprecedented demands on Local Self-Governments (LSGs), pushing them to the forefront of crisis response. Despite severe challenges, including widespread displacement and destroyed infrastructure, LSGs have demonstrated remarkable resilience. Their ability to innovate, mobilize resources, and collaborate with civil society, businesses, and residents has underlined the critical role of local democracy and decentralized governance in navigating complex crises.
