The background of the project is set by the already ongoing partnership between River Eman Catchment Management Association and Namibia Nature Foundation.

The overall purpose of this project is a cluster-cooperation between six Towns/Regions/Councils/Municipalities in Sweden and Africa. The cooperation between North West District Council and Hultsfred Municipality is a part of this cluster-cooperation.

During the inception phase, obstacles in form of poverty, lack of business skills, an unhealthy population and lack of capacity to reach goals and visions were identified. Furthermore, the high level of unemployment, the underdeveloped tourism sector and gender unequality were identified as problems of the district. Therefore, the project will focus on local economic development.

The main purpose is poverty alleviation through capacity building in the informal sector in the North West District Council of Botswana.
