HR Day Alumni Talk – Transparency in Local Budgeting: Empowering Communities for Human Rights

Transparency in the local budget process is a precondition for fair and meaningful participation in local governance. A “Citizens’ Budget” can be a helpful tool! Join this webinar and listen to Eastern African municipalities, research and local government associations all working to improve the local budget process.

Programme and participants:

Transparency is a cornerstone of human rights, enabling citizens to access vital information about how public resources are managed. This empowerment enhances participation, reduces corruption, and ensures that all voices, including those from marginalized communities, are heard in shaping local priorities. By making budgetary decisions clear and accessible, Citizen’s Budgets play a pivotal role in actualizing the right to participate in public affairs as enshrined in the Universal Declaration of Human Rights.

Featuring municipalities and local government associations in Kenya and Uganda, alongside leading researchers, we’ll explore how Citizen’s Budgets are strengthening democratic governance, fostering accountability, and ensuring inclusivity.

  • Semakula Samson – Agronomist at Entebbe Municipal Council, Uganda. Coordinator of Entebbe’s municipal partnership within the ICLD Climate Action network.
  • Mary Mwiti – Chief Executive Officer of the Kenya’s Council of Governors (CoG). Corporate governance professional with a passion for prudent management.
  • Edith Wairimu Kingori – Community development specialist at Muranga Municipality, Kenya. Coordinator of Muranga’s municipal partnership within the ICLD Sustainable Futures network.
  • Viktor Mitevski – Researcher and Executive Director of ZMAI, with extensive expertise in fiscal transparency and public finance reforms.
  • Richard Okuku – Secretary General, Uganda Local Government Association (ULGA).
