Improving municipal services by employing modern technologies

This is a three-party cooperation including Kovdor, Russia as the third part. The cooperation between Hapapanda and Kovdor municipalities has led to the continuation including the municipality of Papernyanskij and a project in the field of municipal services, aimed at improving services within educational, cultural and social sectors as well as general administration, by employing modern technologies.

The main area of focus is to transfer knowledge and experience in employing modern information and communication technologies at different departments in Kovdor municipality.

This is a one year project and the main activities planned for include:

  • Training at least 7 municipality employees in modern ICT areas.
  • Introduction and use of modern information technologies in the municipality.
  • Study visits among employees in the different sectors and in the two municipalities.

The expected result of this project is that there will be a general improvement in the provision of services by the municipality but specifically, an enormous improvement on the length of time taken to address and process different applications and documents; it is hoped that the time will be substantially reduced and also it will be easier for the residents to access different information from the municipalities through the internet/intranet and in general, it is hoped that the excessive administrative procedures will be combated in the process.

It is also important to note that being a mutually beneficial project, Haparanda municipality will also benefit in terms of knowledge and skills in the process of study visits, workshops seminars and trainings and also in the actual implementation process.
