Kalix och Masaka, Uganda

The partnership of Kalix and Masaka are currently implementing 2 projects, both having a focus on youth. The Grow the Future project addresses the problem of limited capacities to include youth and children in decision-making processes in the local government in Masaka, Uganda. The main goal is to prioritize decision-making positions for young people and children at local government level as well to develop forums for where children and young people to meet decision-makers where they can make their voices heard and influence decision makers. The project therefore aims to involve young people up to the age of 30 years old. The project also aims to involve young people with disabilities, recognizing their difficulties in finding good quality education as well as their risk to higher exposure of violence.

Project name: Student-oriented learning

The project addresses the issue of limited access to quality education and opportunities for students in Masaka, Uganda. Many students face challenges in fully developing their potential, leading to high dropout rates, lack of motivation, and inadequate preparation for the labor market. The overarching goal is to increase civic participation and contribute to the development of an inclusive society.

Gender Equality Connection: The project acknowledges that girls and children from economically disadvantaged backgrounds face higher dropout rates. The initiative aims to promote gender equality by addressing disparities in educational outcomes and opportunities.

Pedagogical Approach: The project aims to develop a learner-centered education approach, fostering students’ active engagement and transforming teachers into facilitators. Emphasis is placed on students’ reflective, expressive, and communicative skills, aligning with the new Lower Secondary Curriculum’s objectives.

Project: Education for Mind Set Change.

This 3-year project is the first project between Masaka and Kalix in the Municipal Partnership Programme. The partners conducted an inception during 2019 to outline this project. The aim of the project is increase impact the use of plastics and waste management and increase awareness when it comes to waste management and the impact waste, and specifically plastics, have on the environment.

The objective of the project is to ensure that the local government raises awareness on the environmental impact of plastics with students ages 6-19 years, through head teachers including environmental policies in their work plan. By raising awareness among the leaders and decision makers of the future, the partners hope to make environmental impact for the future on issues such as better use of materials, less littering, better waste management, cleaner surroundings and better health.

Swedish Lapland Chinese Center in Kalix

Municipality of Kalix has during the last 10 years reduced the numbers of inhabitants and and therefore, an increasingly amount of work is put into different fields for turning this negative trend. One of the more strategic and important fields in this matter is the need of internationalization for Kalix.

Today, a great number of initiatives within Norrbotten and Kalix are ongoing, focusing on Lanzhou within trade relations. At present and for the years to come, several businesses in Norrbotten will conduct seminars, export/import support and several delegation trips, mainly coordinated by The Norrbotten Chamber of Commerce. All this has opened up different possibilities for the municipality of Kalix.

The increasing trade exchange between the two municipalities should be combined with a coordinating function that focuses on maximizing the effects of the contacts and initiatives for the capacities of the two municipalities. We believe it is crucial to create a solid ground for building competence within the Municipality administration in Kalix and trough that increase the quality of assistance to the people and companies in Kalix in their efforts of growing on the international market. Therefore, Kalix municipality applies for the ICLD-project in order to support and coordinate the ambitions of the local business and Kalix municipality strategically work to be a more open Municipality and the efforts of increase the competence with in the administration for handling the new demands.

The project will be conducted between December 1st 2009 and November 30st 2011, with a hopeful co-financing from ICLD of SEK. In parallel, a number of initiatives and projects are ongoing, financed by participating companies, local public sector and EU.

A few important objectives to mention are:

  • Benchmarketing between the two municipalities with focus on bilateral trade relations are going to be strengthened
  • To maximize the benefits of trade relations between the two municipalities, for the advantage of the citizens in the two municipalities
  • Increased technical skills regarding international trade for the staff at the trade-departments at both municipalities
  • To make sure that municipal officers and politicians obtain increased knowledge about the relationships between trade, international relations and democratic structures.

Sustainable development in primary schools

Kalix and Kampala want to move further with the started work concerning sustainable development and participatory local democracy at primary school level, initiated and approved by Sala Ida in May 2008 (Reported to Sala Ida June 2009). Kalix strives to cover a broader diversity of perspectives on sustainable development directed to teachers, students and school-management departments in both municipalities. Kalix municipality believes that this continuation will complement and enhance greater effort in both municipalities in order to conclude the ongoing cooperation within these topics during next year. The process is that all actors (teachers, students and management of schools involved) will be cooperating through different democratic participatory methods and events.

Goal objectives are:

  • That all participating schools in Kalix (through this project) has managed to reach the award: “Skola för hållbar utveckling”.
  • That all participating schools in Kampala and Kalix have implemented the UN Convention of the Child in their planning processes.
  • Make sure that the cooperation helps to reform educational techniques and methods for participation within the municipalities.
