Youth Access Project

This project is one of four interrelated and integrated projects that form part of one programme or suite of projects. In order to understand the project in this context please refer to the accompanying document titled “Concept Document to accompany applications to ICLD on behalf of City of Gothenburg and Nelson Mandela Bay Municipality for funding 2017-2020” October 2017 version.

We want to participate in the shift away from dealing with access from the traditional mobility and proximity sense. The project supports the main project of accessible cities in the following access considerations considered in a broad interpretation of the word.

  • Economically
  • Spatially/physically
  • Notionally

This support will be through obtaining, (through processes such as workshops, discussion groups and team activities), youth input and opinions on their experiences regarding access and what can be done to overcome the negative aspects being experienced and to improve accessibility from a youth perspective. It is hoped to obtain practical and useable recommendations.

It is intended to have a four person Youth Access team lead by a Youth Access team leader and comprising two adults, including the team leader, and two youth. The participating groups will be selected on an equitable basis with regard to gender and disability. The project will also create a platform for the expansion of the relationship of youth both within and between the two cities.

Accessible cities 2017-2020

This project is one of four interrelated and integrated projects that form part of one programme or suite of projects. This project is the main project and it builds upon the work that has been previously done between NMBM and the City of Gothenburg.

Based on the toolkit produced in the previous project we will examine how the relationship within and between suburban areas and other parts of the cities can be improved in order to create more accessible cities.

The project will focus on all aspects of access in our cities.
Access is to be considered in a broad interpretation of the word.

Access is not limited to the traditional concepts of access relating to mobility or proximity.
The project is based upon the recognition that the living conditions in Gothenburg and Nelson Mandela Bay can be improved through better urban development and redevelopment. Financial and policy Investments must be as sustainable as possible to realise city visions and scarce resources must be optimised with a long term view. These interventions must have regard to the accessibility of our cities.

The overall objective is to decrease the numbers of Citizens that do not have full access to the cities (in all the dimensions of accessibility) so that our cities are more just and sustainable. This will strengthen the cities as systems for justice as well as strengthen local communities. By ensuring that the services and investment are provided locally, more long term resilient communities are created. It will also improve the relationship to the rest of the city for every citizen.

Better knowledge of how investment decisions are made as well as planning processes regarding the theme of accessibility will contribute to reducing poverty and will develop more nuances of democracy.

Co-operation in air quality management and permetting between City of Göteborg and Nelson Mandela Bay Metropolitan Municipality

The bill of rights contained in the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996) is the cornerstone of democracy in South Africa. The Constitution places responsibility on the state to respect, protect and promote the rights of all people – including the right to an environment that is not harmful to health and wellbeing. In order to give effect to the rights in the context of air quality, it is necessary for the cooperating municipalities to ensure that the levels of air quality in their areas of jurisdiction are not harmful to human health and the environment.

The partnership project between the City of Gothenburg and the Nelson Mandela Bay Municipality is very important for upholding people’s environmental rights. The partnership will be based on the exchange of technical and professional knowledge in air quality management. The expected result is to update air quality management systems (AQMS) for both the Nelson Mandela Bay Municipality and the City of Gothenburg and to build, in the case of the Nelson Mandela Bay Municipality, and refine, in the case of the City of Gothenburg, a permitting/licensing system for licensing of the listed polluting sources that could have major impact on the environment.

Environmental Management

A partnership was initiated after a visit by the Swedish delegation to South Africa in July 2005 and a three year project started up and was funded by SALA/IDA. Two of the three project years have been carried out.

The project focuses on three areas that are important for the development and management of environmental work within an organization, in this case the Nelson Mandel Bay Municipality (NMBM). These areas/issues have been on the Gothenburg agenda since the early 1990’s.

The three areas are:

  • development of a State of Environment Report (SoER) together with objectives and indicators for the follow-up – this will be updated on a regular basis
  • implementation of an environmental management system (EMS) related to the products, activities and services rendered by the municipality
  • implementation of a Green Procurement Policy for the municipality – the aim of which would be to demonstrate the municipality’s commitment to considering and minimizing the environmental consequences of its activities. 

During the meeting in NMBM in March/April 2009 the climate change issue was discussed and how to involve this issue in the 3rd year of the “Environmental Management Project”. This can be done by implementing climate change issues in the three areas mentioned above and through these results and experiences develop a climate change policy.

The following results are expected from the project and the 3rd year:

  • implementation of one pilot project that would showcase the functioning of the EMS system in the municipality
  • the development of a State of the Environment Report for the municipality
  • development and adoption of a Green Procurement Policy by the municipality
  • implementing climate change issues in the areas above and through these results and experiences start the development of a climate change and responsive policy.

Inner City Planning

The overall objective is the identification of the role of a well-conceived vision and strategic objectives for the city that will lead to strategies for the future development of the inner city areas in an optimal manner.

The City of Gothenburg is organized in respect of the RiverCity Gothenburg project which has outlined a vision and strategies for the years to come. The NMBM hopes to learn from the Gothenburg experience for their vision and strategy development processes.

The project aims at shared strategic knowledge and information that will influence the activities of role-players with regard to the inner city planning and development and enhancement of the role of the inner city in the cities’ futures.

Climate Change

The project aims to strengthen capacity around the institutionalisation of climate response considerations into municipal planning and processes in order to ensure that a city is able to effectively respond to both the challenges and opportunities arising from climate change.

The project proposes to identify the barriers to ensuring effective climate response within a city, and to develop mechanisms for overcoming these.

Sustainable Mobility

The overall objective is to align transport and mobility policy and practices to the vision of the development of a sustainable and integrated city, accessible for all. To comprehensively change the mindset from transportation to sustainable mobility and the role that mobility plays in an integrated planning approach.

The project objective is to formulate a model of a sustainable urban mobility planning process aligned to the specific objectives of the project and that can be used as an example of best practice in the development towards a sustainable and integrated city that is accessible to all.

Examination of the gap between policy and implementation in local government

The overall objective is to have more effective implementation of all policies and strategies within a city context in order to improve service delivery at a local level. This in turn will ensure a more sustainable and integrated city.

The project objective is to formulate a model of a sustainable urban mobility planning process aligned to the specific objectives of the project and that can be used as an example of best practice in the development towards a sustainable and integrated city that is accessible to all.

Sustainable Communities – public participation, densification and the planning of public open spaces

Sustainable Communities Planning (SCP) is a methodology developed by Nelson Mandela Bay Municipality (NMBM) designed to increase levels of sustainability and integration in the urban areas. It promotes a participatory approach to urban planning.

Although the SCP methodology covers a broad spectrum of planning issues related to the Millennium Development Goals, this project aims to specifically explore the application of the SCP principles across 3 thematic areas: densification, the planning of public open spaces and public participation; areas in which NMBM and Göteborg have identified that they share similar challenges and can work together towards the goal of achieving a more sustainable urban structure for their cities.

The project is based around reciprocal visits which will not only allow for ideas to be exchanged and comparisons to be drawn, but also for the principles of SCP to be put into practice.

The project will result in:

  • Furtherance of the Millennium Development Goals
  • A comparative study of NMBM’s Local Spatial Development Framework projects and development of Göteborg’s strategic nodes (including application of Sustainable Community Units (SCUs)
  • The production of recommended guidelines for the planning of public open spaces in both Göteborg and NMBM.
  • An evaluation of the effectiveness of Göteborg’s sociotope mapping and compensation measures for the loss of open spaces.
  • The development of a model to address loss of public open spaces and biodiversity and conservation issues in NMBM whilst achieving densification.
  • An evaluation of public participation techniques in the two cities, including the piloting of communication strategies in the planning process.
  • The transfer of ICT techniques for planning participation between the two planning authorities.
  • An improvement in cross-departmental working arrangements in both municipalities.
