2018 – Capacity and Social Capital for Local Government, Education Development

Application is to continue the ongoing project between Makunduchi and Sundsvall municipality (ICLDs dnr 2015-0113).

The application is aiming for to continue the work in progress to increase and strengthen Makunduchi Ward Council to have social capacity, knowledge, experience and tools to work with the challenge to development of Makunduchi and especially educational development and providing young people with skills and vocational training which give them the opportunity to be self-supported.

The main problem is still to increase the capacity of MWC. A work in close dialog with local schoolboards and citizens of Makunduchi will also create a platform for other challenges that are in Makunduchi.

School results are very low in Makunduchi and possibilities for young people to be self-supportive are very small. MWC will therefor focus on educational development and processes related to young people who have not finished school. Especially girls can benefit from the project because still a very patriarchalic society exists in Makunduchi.
Problems that will have focus also are in Sweden. We have a strong focus on “drop outs” even at home. Through the “Kommunala aktivitetsansvaret” (KAA) there is in Sundsvall knowledge and experience that will be useful for our partnership.

Waste Management and Implementation

The project aims to decrease poverty in Ulundi by increasing the municipal capacity on waste management to give the population a safer and healthier habitat, to increase the population’s ability to influence their own situation.

To establish a sustainable waste management and growth in Ulundi, the project also includes capacity building on services to cooperatives and companies.

When the project ends, a Waste Management Plan has been approved by city council, in both Sundsvall and Ulundi, the implementation on a local level has started and real results are shown.

The support of Local Economic Development has programs and projects that promote environmental Sustainability, Green Planning, Green Technology and Integrated Development Planning.

Waste Management Strategy, for the Municipality of Ulundi

The main objective for our project “Waste Management Strategy”, is that Ulundi will have a Waste Mangement strategy based on the conditions for the Municipality of Ulundi.

We hope Waste Mangement will provide more opportunities to have an income, especially for women although gender equality is a basic element for the whole project.

During this same period Sundsvall’s kommun will prepare a new waste plan pursue Sundsvall.

The project focuses on sustainability and development, with waste and energy as the main approaches. The Municipal Partnership Program shows clearly that it is not enough to consider the environmental aspects to reach a sustainable world, social as well as economic sustainability must also be included.

Besides the collaboration between the two municipalities, this partnership has also established relations for future exchange with departments of KwaZulu-Natal province and the organization Hand-in-Hand in South Africa.

Education development, primary and secondary level

Makunduchi Wards Committee (MWC) and The Municipality of Sundsvall are eager to partake in a Municipal Partnership, starting with a 2-year project on education at primary and secondary level. Makunduchi Wards have limited resources and capacity to support and develop their area, with many pressing needs in the civil society. As a result, Makunduchi Wards Committee also lacks social capital. One of the most important aspects to improve living conditions is earning a quality education.

This project aims at increasing capacity for the Wards Committee, and in turn increases their social capital in the area so that educational development can take place.

Education is a national responsibility in Zanzibar and the ambitions and activities to increase the opportunities for all children are extensive, but so far actions at the national level have not made any change in Makunduchi. In their development plan (ZEDP), Zanzibar Education Development Programme, the national level acknowledges that cooperation with the local levels is important. In Sundsvall, there is also a strong need to provide learning conditions so the results can improve, especially for boys. At the same time Sundsvall municipality is struggling to find more efficient ways to use their financial resources, to increase student’s results.
